Improve the Medicaid billing process.
To impact the future of EMS.

What do you believe the biggest issue facing the TAA and how do you propose to solve the issue?

One of the biggest issues facing TAA is reimbursement.

I propose to solve this issue by continuing to be part of the legislative committee, and;

To assist with the TAA Reimbursement Seminars.

Why are you running?

I have been in EMS for 35 years and have had the opportunity to serve on the TAA

Board for over ten years. The board was able to get legislation passed to govern the use of gurney cars, which will affect our bottom line. I believe now is the time to be more aggressive and proactive concerning the important issues facing our industry in the future concerning reimbursement.

What are your goals for the TAA?

Work on getting Medicaid rates up to the Medicare allowable

Help enable companies along the Gulf Coast to develop a strike team so the next time we are hit with a disaster we are better prepared

Develop a guideline for easier disaster reimbursement from the state and federal government

What do you believe is the biggest issue facing the TAA and how do you propose to solve the issue?

The biggest issue is reimbursement from Medicare and Medicaid. We need to increase our membership so that the funds will be available to continue our strong lobbying efforts.

TRMC EMS provides service to Titus County in Northeast Texas

What Trauma Service Area are you in?

TRMC EMS is in Trauma Service Area F. I current serve as RAC-Chair of the Northeast Texas Regional Advisory Council on Trauma.

Why are you running?

I served on the TAA Board of Directors for several years. I did not seek reelection in 2003 because I took a nursing position as Director of the Emergency Department at a hospital in Northeast Texas. I am now back in the medical transportation industry and feel I have a broad base of knowledge and experience to address the issues confronting our industry today.

What are your goals for the TAA?

My number one goal for the TAA is for the association to represent all of the membership. It is extremely important to speak with a unified voice to both the legislature and the Texas Department of State Health Services. The TAA needs to be that voice for the ambulance services of Texas.

What do you believe the biggest issue facing the TAA and how do you propose to solve the issue?

There are numerous issues facing the TAA. All are important. The TAA needs to expand the value of membership to its members. It also needs identify the issues that are important to the membership and use the association’s resources to address those issues.

Our company is a small, family owned and family run business operating in Bexar County. We provide emergency, non-emergency and wheelchair transportation services for the residents of San Antonio and the surrounding area. We also provide CPR classes along with community development activities.

Why are you running?

My interest in running is based on my ambition to actively participate in the planning and implementation of improvements for our EMS Industry in Texas. I believe that our work with the TAA can set the example for other states to follow.

What are your goals for the TAA?

My goals include increasing membership with the TAA and having more participation in meetings; Continuing to work toward improvements in Medicare and Medicaid reimbursement; Increasing interest in the Emergency Medical Field to ensure that in the future there are not shortages of certified personnel; Help keep personal agendas from taking up precious meeting time and staying focused on all of the issues that face every service regardless of public or private; and keeping everyone informed of new changes to state and government laws that affect all of us.

What do you believe is the biggest issue facing the TAA and how do you propose to solve the issue?

The biggest issue facing the TAA is reimbursement rates. Reimbursement rates dictate the industry standard for pay rates, the ability to purchase equipment, and basically will determine the standard of care that is available to the general public. If there is not enough money for providers to operate, where will this industry be in a year from now, five years from now, even twenty years from now. It is a scary issue that many of us do not want to face right now but we have to ensure that there is a future for EMS.

I propose to solve this issue we need participation from every provider in the state starting with writing letters to every congressman and every representative on a monthly basis. It is a small contribution that we can make to have no question in our minds that we are being heard whether anyone wants to hear us or not. We also need to actively research other states Medicaid Programs to see what is working for them that we may not have tried yet. Once we start these two processes, I feel that many ideas will be established in our minds and it will lead us in the right direction. This issue is a big challenge and will be a lot of work. But I believe it can be done and I know that I am ready to take on this challenge.

ETMC EMS currently provides 9-1-1 paramedic ambulance service in 18 counties and more than 100 cities, covering approximately 18,000 square miles and a total population base of 850,000. ETC. EMS is the largest not-for-profit EMS provider in Texas and the second largest rural provider in the nation in terms of service area and call volume.

Why are you running?

I am running because I feel that the TAA has made tremendous progress in impacting the decision making process within the State Legislature and we now have a voice and our input is solicited when changes to EMS are being considered. I have previously served on the Board and have had the honor of being President of the TAA. Working with the other members of the Board of Directors we were able to open an on going dialogue with Trailblazer and CMS. We were able to retain a lobbyist to represent the TAA in Austin full time and have an attorney on retainer as a resource for the membership. I feel that my years of experience and leadership abilities can be as asset as the TAA continues to work to shape the future of EMS in Texas

What are your goals for the TAA?

Work to improve the reimbursement issues that currently effect every provider in the State. Develop programs to attract and retain career EMS personnel. Develop programs to mentor the next generation of EMS owners and management. Work to improve our relationships with state and national agencies that share our challenges as we move into the future.

What do you believe the biggest issue facing the TAA and how do you propose to solve the issue?

The biggest issues facing TAA is reimbursement. and the only way to solve this issue is to by continuing to be an active member of the legislative process. We must do a better job educating our elected officials of the pending EMS crisis that is looming on the horizon if reimbursement is not adjusted.

We are located in Trauma Service Area R.

Why are you running?

I am running because I believe that the TAA needs a strong and consistent voice in dealing with the legislature. I believe that the ambulance industry due to the recent events in Texas and Louisiana has an opportunity to educate our state and national legislature as to the crucial healthcare role that we serve in our communities.

What are your goals for the TAA?

To educate the legislature and general public as to the importance of Emergency Medical Services and the critical role that we play in our communities.

To interact with Texas Department of State Health Services as a partner in creating regulations and legislation that improves the efficiency and effectiveness of the industry

To increase the number of prospective Emergency Medical Technicians in the State of Texas and retain the current members.

What do you believe is the biggest issue facing the TAA and how do you propose to solve the issue?

The biggest issue facing the TAA is the reimbursement rate. This causes a domino effect as to pay rates, equipment replacement and industry retention. We must educate the national and state legislatures, since they are the largest payment source as to the cost of providing services. EMS and the hospital Emergency Rooms have become the primary care-giver to the uninsured. The rising number of uninsured citizens will continue to take a toll on EMS systems and the available resources.
